A conference committee of state lawmakers and senators is currently working on the final details of the 2023 Appropriations Act. Lawmakers are considering including language in the bill to approve casinos and VLTs.
Newly elected Katova national representative Brian Harris posted on Facebook that he led five tribal representatives to Raleigh on Wednesday. They met with state legislators with the intention of “getting support for the proposed commercial casino bill.”

Commercial and Tribal Sectors’s Rise
Harris posted that the Katova congregation moved from the office of the state legislature to the office, walking to the governor’s mansion and talking to Governor Roy Cooper. Harris included a video of House Speaker Tim Moore recognizing Katova’s presence on the House floor.
Katova is not alone in opposing the casino bill. Commercial casino company lobbyists are also arguing against the language in Raleigh, as is currently written.

The language requires companies to demonstrate at least 10 years of experience in the commercial gaming industry, mixed use, and 10 years of experience in developing and operating non-game real estate projects. These unique restrictions appear to be aimed at handing over the contract to the Codish company, which has been working for political capital in North Carolina.
As a result, Cordishman is lobbying for the bill, and other commercial companies are telling North Carolina lawmakers that there is a better model to ensure top operators and competitive bidding processes.
The Eastern Cherokee Indian Band, which has two other tribal casinos in North Carolina, did not respond to PlayUSA’s request to know its position on the gambling expansion plan.

North Carolina Casino Decision Schedule
North Carolina’s budget is already more than a month late. The fiscal year began on July 1. The appropriations bill had to be completed by that date.
But the assembly worked overtime to finalize the details of the state’s $30 billion spending plan. Moore said the latest budget will not be implemented until September.
